Article 99 of the Law for the Fifth Development Plan, along with the Securities Market Act of the Islamic Republic of Iran, ratified in Nov. 2005 and the Law for Development of New Financial Instruments and Institutions ratified in Nov. 2009 were predicted to complete the regulatory instruments of the securities market by which substantial revisions were accomplished within the process of the SEO's supervision on issuance and trading of securities, the method of supervision on financial institutions, registration of the records of regulated entities' directors, and trading of goods in the commodities exchange. This is to elaborate the relation between recent regulations and those rules and regulations of the past and illuminate the current regulations and indicate that article 99 is to cover the weaknesses of the past regulations and expand the regulatory competence sphere of the SEO.
